If you'd like to port your number over, you line must be active and eligible to port over to the requested carrier:

Normally a phone number is not eligible if the number is already with that carrier or with one of the carrier's resellers/MVNO's. If this is the case, refer to the article: I’m an existing customer on the carrier I want to join. Is it possible?
